Wellington Network Outcomes Contract
Capital Journeys is a joint venture between Opus and Fulton Hogan to deliver the road maintenance, renewals and asset management for the Wellington state highway network under NZTA’s Network Outcomes Contract (NOC) model. The seven year contract commenced on 1 October 2014, and was the first of Fulton Hogan’s six successful NOCs across the country.
This collaborative single supplier model, where the consultant and contractor work together with the NZ Transport Agency, is the most significant change underpinning the way we now work and deliver the NOC. As a result, there has been joint ownership and challenging of decisions, and much greater emphasis placed on working together to embrace opportunities and resolve issues.
