North Eastern Project Alliance
An Alliance between Fulton Hogan, Laing O’Rouke and Jacobs was formed to deliver a program of works for the Level Crossing Removal Authority (LXRA). The initial works (NEPA 1) consisted of the removal of level crossings at Lower Plenty Road and Grange Road, the rebuild of Rosanna Station and duplication of the Hurstbridge train line.
After detailed technical investigations and community consultation, it was determined that the Lower Plenty Road level crossing would be removed by constructing a rail bridge over the road and an elevated station at Rosanna, whilst at Grange Road the rail line would be lowered to go under the road.
The duplication of the Hurstbridge line included widening of existing embankments and construction of a second tunnel portal as well as broader signalling and power upgrades to support timetable changes and increased demand from the second line.
